Watching live, I'm pretty sure he called a double foul on the 2 guys shoving each other in the lane, which means a jump ball - but then after he blew the whistle, he wanted to be sure Iowa had the possession arrow, so the call didn't actually affect the game, so the refs got together to make sure. Maybe the refs were meeting to see if they needed to review it for a flagrant, too.

 

It's also possible he blew the whistle to call the double foul, thought better of it, and then wasn't sure what to do with the inadvertent whistle. Either way, after the meeting, they moved the possession arrow from Iowa to Wisco but Iowa still inbounded.

There were a few odd calls in that game.  At one point the Wisconsin big had his shot blocked, and he was about to put it back up (meaning he got his own rebound).  The referee blew his whistle and awarded the basket (goaltending).  At the next time out, they reviewed the play and removed the two points.  Again, remember, Wisconsin had rebounded the miss and appeared ready to shoot a relatively clean bunny.  Bizarre to say the least.
