NCAA women’s basketball games could be played in four 10-minute quarters next season.

 

The NCAA Women’s Basketball Rules Committee recommended the proposal following its meeting May 12-15 in Indianapolis. All rules proposals must be approved by the NCAA Playing Rules Oversight Panel, which is scheduled to discuss the recommended women’s basketball rules changes via conference call June 8.

 

Before the vote, committee members thoroughly debated the concept of moving the game away from the 20-minute halves format that women’s basketball has always used in NCAA competition.

 

The committee believes the four-quarter format will enhance the flow of the game.

 

 

If approved by the Playing Rules Oversight Panel, the four-quarter format will bring other changes to the game:

• Teams would reach the bonus to shoot two free throws on the fifth team foul in each quarter. In the current format, teams reach a one-and-one bonus on the seventh team foul of each half and reach the double bonus (two shots) on the 10th team foul.

• In the proposed four-quarter format, team fouls would be reset to zero at the start of each quarter. However, if a team reaches the bonus in the fourth quarter, that team would remain in the bonus in any additional overtime periods.

• Media timeouts in televised games would also be changed to one in each quarter. Media timeouts would occur at the first dead ball under the five-minute mark of each quarter and at the end of the first and third quarters. However, if a team calls timeout before the five-minute mark, that would be treated as the media timeout.

I realize some won't click on the link provided so here are some other interesting proposed changes by the committee.

 

The committee also recommended teams be allowed to advance the ball to the front court following a timeout called after made baskets in the last 59.9 seconds of the fourth quarter and any overtime periods.

Teams also would be allowed to advance the ball to the front court after securing the ball from a rebound or a change of possession and calling a timeout before any advancement of the ball (dribble or pass).

In these scenarios, the ball would be inbounded at the 28-foot mark on the side of the court where the scorer’s table is located.

 

 

The committee recommended defenders be allowed to place a forearm or an open hand with a bend in the elbow on an offensive post player with the ball whose back is to the basket.

 

 

For the upcoming season, the committee is proposing a team not receive a new 10-second backcourt count when a throw-in results from the following:

• The ball is deflected out of bounds by the defense.
• There is a held ball and the possession arrow favors the offensive team.
• A technical foul is called on the offensive team while the ball is in its backcourt.

I don't think that the forearm in back is a big deal, seen plenty of it last year. In fact Cady would push the post player off of her spot to gain position almost every game.

 

Pretty normal play ..in B1G play......and may create even more rough play.......may not be so many fouls from the pushing and shoving.

The woman's game has more flow than the men's.  Not sure the changes are needed. But, the women are becoming bigger and stronger and therefore the game is becoming more and more physical in the paint.  

 

I'm for anything that would reduce the number of time outs in a game.

Although timeouts often bring band music and dancing for me, I still think there are way too many timeouts.  I never understood why the teams are granted five timeouts apiece.

The NCAA Playing Rules Oversight Panel approved moving the game to the new format and away from the 20-minute halves the sport has always used in NCAA competition on a conference call today.

 

Teams will now reach the bonus and shoot two free throws on the fifth team foul in each quarter.

 

In the four-quarter format, team fouls reset to zero at the start of each quarter. However, if a team reaches the bonus in the fourth quarter, that team would remain in the bonus during any additional overtime periods.

 

 

Advancing the ball

 

The panel approved a rule that allows teams to advance the ball to the frontcourt following a timeout immediately after a made basket in the last 59.9 seconds of the fourth quarter and any overtime periods.

 

Teams also will be allowed to advance the ball to the frontcourt after securing the ball from a rebound or a change of possession. In these scenarios, the ball would be inbounded at the 28-foot mark on the side of the court where the scorer’s table is located.

 

 

 

Post defense

The panel approved a new rule that allows defenders to place a forearm or an open hand with a bend in the elbow on an offensive post player with the ball whose back is to the basket.

 

 

Bands and amplified music

In an effort to improve the overall fan experience, bands or amplified music may be played during any dead-ball situation during a women’s basketball game. Previously, rules allowed music to be played only during timeouts and intermission.

 

 

 

Proposals tweaked

The committee has tweaked two of its timeout-centric recommendations for next season.

 

Under the new proposal, one media timeout in televised games would be permitted for each quarter. Media timeouts would occur at the first dead ball at or below the five-minute mark of each quarter and at the end of the first and third quarters. However, if a team calls timeout before the five-minute mark, that would be treated as the media timeout. Additionally, the first called team timeout in the second half would be treated as a full media timeout.

 

In the proposed format change, teams would have four timeouts (three 30-second timeouts and one 60-second timeout). A team may use the 60-second timeout at the discretion of the coach during the first or second half of the game. Teams would be allowed to carry over three of those timeouts into the second half. The committee’s original proposal recommended that teams be allowed to carry only two timeouts into the second half.

 

The committee also recommended that, in the last two minutes of the game, officials can determine whether a shot-clock violation occurred by looking at when the clock runs down to zero in addition to listening for when the buzzer sounds.

I think that the foul situation is not smart.  I dont like how the fouls reset at each quarter.  I think that the fouls should stay the same where it is measured in halfs.  1 and 1 at 7 fouls and double bonus at 10 fouls. 

 

With the new rules a team can commit a total of 9 fouls (4 in one quarter and 5 in the other quarter) in a particular "half" before a foul shot is attempted.  How about a team that gets into early team foul trouble in the first quarter of a half- that second quarter of that half the team fouls are reset- dumb....

just hate this crap. although, have no problem with 4 quarters. the biggest problem with the game are all the timeouts. takes away from the flow of the game!!!

 

why don't the schools just remodel for a half-court game and leave it at that. grrrrrrrrrrrrrrrrrrrrrrrrrrrrrrr :angry:  :angry:  :angry:
